The genre of writing that can be seen in Consider the Lobster is short story/essay, non fiction. With the footnotes, David helps develop the story with short but important details that the readers can hold on to when going through the story. "7 Datum: In a good year, the U.S. industry produces around 80 million pounds of lobster, and Maine accounts for more than half that total". This was a footnote used in the story to elaborate on the lobster crisis in the UK. David added a note about the U.S. to give an comparison to the reader about where the best catch of fish are. No, the article doesn't switch topic. The entire way through David discusses lobsters, just in different aspects. He says to consider the lobster in the way of how it feels when it is going through the process of being prepared to eat and the ethical steps being taken- if any, to make sure the lobster is not suffering.
